In 1999, the Egyptian Navy began procuring a new class of fast attack craft, a process delayed following the cancellation of the order and then a change in ownership of the winning bidder. In 2005, a development contract was signed with VT Halter Marine and followed by a further amended construction contract in 2008. The changes meant the class was renamed from Ambassador III to Ambassador
